I've heard that 'We're history's actors' part often enough (I'm a historian), and while it's not 100% wrong, it's also a question of time (and record-keeping).
Karl Rove probably thought he was talking about American Empire, but America is also a mere imperial vassal, although an important one. The most important decision like starting wars, unleashing bio-weapon jabs, and such, do not originate in the halls of any nominal government. Those are merely executed by them.
