The false-positivity rate of cancer screenings is abysmally high (50-61% with respect to mammograms), and I doubt this will be much improved upon before too long.
As to side-effects, well, I suppose we'd now have to get any immunologist to weigh in on the whole auto-immunity-inducement via foreign proteins…
Sure, but in the case of mammograms, it's cheap way of getting an early clue, despite the false-positivity rate. PSA-screening is another cheap and easy way of combating prostate-cancer. Genetic screening for rheumatoid arthritis, diabetes, epilepsy, and on and on - in many cases, it would be a one-time affair too and not a running cost, as those without the requisite genetic predisposition need not be checked again.
And screenings are a lot safer than injections, in more ways than one. Combined with a re-awakened ethos of "healthy body - healthy mind", and hard laws blocking and reversing "Americanisation" of our food, there's real gains to be made, health-wise.
Not much monetary profit or corporate/globalistic state power in it though.

The reason the first one is chosen is two-fold:
First, it creates profits for capitalists owning pharmaceutical corporations.
Other First: it is (thought of as) cheaper for the State than screening.
But good luck getting a text arguing this published anywhere, despite this being something most MDs know and will state in private.

Technically, you're correct about screenings, if only their 'real' use may be 'to be seen as doing something™'.
