I'd recommend you send them your questions again, both in e-mail and physical form. Included a pre-adressed and pre-stamped envelope and ask for notarised copies of your letter sent back to you.
As far as I know, Norway's laws on documents handed in to authorites are very much like ours: they are compelled to reply promptly, and they must recognise a request for notarised copies being handed over.
And if you have notarised physical copies of a document handed in, and they later try to play the "We never got that letter" or "We lost it", well that's technically speaking actionable.
Given that 'they'--incl. Preben Aavitsland--responded to earlier questions, I assume they 'know me'. Also, note that my personal stance on these issues is a wee bit more fiery, of course, but if I start yelling at them, I won't get an answer. (We'll see if I get one for asking nice, perfectly reasonable questions.)
