As a consequence, I wrote the below message to the Institute of Public Health on 30 Nov. 2023:
I haven’t received a reply, and both websites in question (Norwegian and English) are still up as they were on 24 Oct. and 18 Sept. 2023, respectively.
If and when I receive a reply, I shall post it here, too.
Until then, it is advisable to stay away from misinformation spreaders.
I'd recommend you send them your questions again, both in e-mail and physical form. Included a pre-adressed and pre-stamped envelope and ask for notarised copies of your letter sent back to you.
As far as I know, Norway's laws on documents handed in to authorites are very much like ours: they are compelled to reply promptly, and they must recognise a request for notarised copies being handed over.
And if you have notarised physical copies of a document handed in, and they later try to play the "We never got that letter" or "We lost it", well that's technically speaking actionable.
