Others, who slide by the selection processes, if "transgressing" are quickly punished for others to see. The whole system obeys blindly.
It also doesn't really require physical violence, or the threat thereof; social death being the way to go, it renders Wester-style totalitarianism way more palatable than, say, Stalinism or North Korea.

You're of course correct. Judge Dettmar must be convicted because he chose his spine over his career. The world would be a much, much better place if there were more people like him, but, alas, that's not the world we live in.
The judicial system lacks robust independence. Judges will not save us.
