I think, if one considers the statements of US planners during WW2 (now see Wertheim's, Tomorrow the World), a conspiracy--in the strictly legal sense of 2+ people getting together to achieve whatever aim--to maintain US-mediated hegemony has been in place since ± 1943.
How far back before that point in time would you go?
I am sure intellectual underpinnings date back to the British Empire, accelerating with the Round Table Movement (Rhodes/Milner) in the early 20th Century, which set up organizational structures in all British colonies, including the US with Council on Foreign Relations. There was a long term project to undermine the independence of the US Republic from the very formation of the US. By the WWII the transformation from Republic to Empire was, more or less, accomplished. Post WWII brought us the deep state structures through the National Security Act of 1947. They have been building up the Deep State ever since. Empire rules directly through the Deep State. The nominal US government is an elaborate Potemkin Village sustained by propaganda. Since the WWII the Empire slowly choked the Republic without many people noticing. Imperial deep state structures developed in parallel in Europe, all nominally subservient to the US, but in reality to the Anglo-American imperial oligarchical core, which also incorporated European oligarchies. At least that is how I see it.
