That would make their gov't "better" (more efficient) than the German one, and their population would also be more consenting.

The photo isn't of sufficient resolution to know for sure, but the containers may very well be heavily insulated and the contents kept cold with dry ice (-78 °C).
There are on-line vendors here from whom you can buy frozen meats. They ship them in styrofoam-insulated packages with some dry ice and the meat remains frozen solid for days in transit. Dry ice is fun stuff to play with too. :)

R the dried ice: it's possible, and I'm not saying it ain't so, yet: I do wonder if that truck actually contained more than one box of that size. Logistically and from an business-economic point of view, it would appear like a waste of recources and ill planning.
