Covidistan Annals XIII: the calm before the vaxx mandate enters into force
More protests, more dissent--business-owners rather opt for further curtailment of constitutional liberties--play into the hands of this illegitimate régime
While I was distracted by contracting Covid (or whatever), many things happened.
On the face of it, parliament has voted on the vaccine mandate, which is supposedly entering into force on 1 Feb. 2022. Given the ‘technical difficulties’ of pairing residential registration records (housed by Dept. of the Interior) with patient data (organised, such as they are, by a subsidiary body under the auspices of the Health Ministry), the introduction of the jab mandate will be staggered:
Phase 1: Feb. through 15 March 2022—a kind of ‘grace period’, which affords ‘the unvaccinated’ some time to ‘get the jab’. Being vaccinated against Covid-19-the-disease will be mandatory from 15 March onwards.
Phase 2: 15 March to the first ‘cut-off date’ (the original is Impfstichtag) will see ‘rolling and comprehensive checks by law enforcement’, with ‘those who fail to comply will be fined by county and municipal executive bodies’. Note that the Health Dept.’s website specifically mentions that if you’re stopped by police for virtually anything, police shall also check your patient records.
Phase 3: after the first cut-off date, and as soon as it will be technically possible, automated data comparisons between the above-mentioned two registries will be carried out; in practice, this means that those who fail to comply will receive automated fines once a quarter.
Keep in mind that the cut-off dates are ‘to be determined by decree [Verordnung] of the Minister of Health’. (If you’d like to scare little children, ask them: what if Putin would do that?)
And while the jab mandate is—for now—temporarily limited to extend no longer than 31 Jan. 2024, it contains enough clauses that afford the Health Minister extraordinary discretionary power if ‘the health of the population warrants it’.
Of course, Greater Covidistan Health Minister Karl Lauterbach (shame on him) ‘congratulated’ his co-fascist conspirators, according to German media:
The decision to make vaccination compulsory in Austria is a milestone. The country can thus protect the population much better from further severe waves of coronavirus variants.
While parliament amended the original draft (see here for the consolidated version), the key statutory clauses have not changed an iota: whoever is Health Minister will still get to decide on the number of vaccinations, the biologicals involved, and the state of research (see here for my initial analysis of the draft legislation).
So, while protests continue, chaos and sentiments are similarly rising.
As to the former, chaos, left-liberal daily Der Standard reported on IT-related problems. Here’s Vienna State Health Secretary Peter Hacker (my emphases):
‘Today [23 Jan. 2022] I have by far the worst current overview of the situation in the federal capital since the beginning of the pandemic.’ Hacker’s criticism was prompted by failures in the electronic reporting system (EMS) or in the transfer of data from the federal government to the states. For Hacker, this was a ‘security risk’ because ‘no transfer of Covid-19-positive persons to another federal state can take place’. Hacker sharply criticised the government for ‘leaving us hanging in the air’ and spreading false reports about the smooth functioning of the EMS.
Let that sink in for a moment: one of the key provisions of the vaccination mandate legislation envisions an automated data exchange between residential registration and an individual’s vaccination status as per that electronic registration system.
Hacker wrote an angry letter to Mückstein, which reads (partially, and with emphases in the original):
Since 19 Jan., apparently no data delivery from the EMS via Line List can take place at all—but even before 19 Jan., the transmission of data from the EMS took place with enormous delays. The previously agreed-upon transmission time of the daily morning reports (by 8 a.m.) was not adhered to in many cases, both during the week and at weekends in November and December 2021, and this also occurred irrespective of the respective total number of new cases registered (…)
If the EMS is at a standstill, no transfers of Covid-19-positive persons to another federal state can take place. The competent state authorities thus receive no information about the person who tested positive and consequently shall be issued ‘recovered’ status by the authorities.
And in case you’re wondering as to why this is happening: it’s because of Omicron ‘cases’ going through the roof, which is causing capacity problems on literally all levels of the public-private partnership masquerading as ‘Covid-19 Pandemic Policy’ by the Covidistan régime.
At the same time the MPs voted on the vaccination mandate, the parliamentary select committee (Hauptausschuss) also extended the house arrest for ‘the unvaccinated’ for another 10 days.
Why, one may ask? Well, given that the vaccination mandate has been voted on, this can only be considered cruel and inhuman, as well as unnecessary, punishment.
Speaking about lunacy raging, here’s state media ORF with a nice summary of Covidistan’s problems. Entitled ‘Inner City Business-Owners Demand an End to Protests’, the piece leads like this:
There is hardly a Saturday when there are not several tens of thousands of people who protest on the Ringstraße [Vienna’s main boulevard], gather with placards at various places throughout the city centre, and loudly express their opinions via megaphones.
Now, however, many a business-owner is pissed off (my emphases):
From the point of view [sic] of freedom of assembly, people have every right to gather in one place and make their case. But the business-owners in the city centre are now also standing up for their economic freedom. In an open letter, they called on the city government to reconcile their economic freedom with the protestors’ freedom of assembly.
‘On the one hand, it is up to the politicians who call for these demonstrations to put on the brakes. Three weekends in a row is not acceptable to us. On the other hand, the it is possible to adjust the protestors’ framework conditions and politically decide to re-route them, thus we can have both [our] economic freedom and [their] freedom of assembly’, said Rainer Trefelik, chairman of the Chamber of Commerce.
If you ever wondered why the treasonous MPs get away with making ‘their’ constituents into guinea pigs, here you can clearly see it: business-owners may not be inconvenienced by their fellow-citizens’ constitutional right to freedom of assembly.
Yes, the constitution also envisions economic freedom, but if these failures of citizens don’t recognise that there is no f***ing way the constitution provides everyone with the right not to be inconvenienced by somebody else’s protest, there’s not much anyone can do.
Also, here’s another thought: for weeks—since 11 Jan., to be precise—business-owners are obliged by the régime to check their customers’ vaccination/recovered status. Why on God’s green earth do they consent?
Police says ID checks are one thing, but patient data checks is something the Health Authorities must do.
Why don’t the Chamber of Commerce comes up with the same kind of thing? (Hint: it’s called a f***ing spine.)
A people this divided will not be able to resist the imposition of unjust—and thus: illegitimate—orders. If anything, everyone in Covidistan should tell the régime to piss off.
Finally, I have a suggestion to make:
Dear people of Austria, cease cooperation with these illegitimate impositions.
If soon-to-be-former Health Minister Mückstein, Chancellor Nehammer, or anyone else wishes to check papers, offer that person a cup of coffee, some mittens, and perhaps a folding chair.
But insist that they do these moronic things themselves.
Become ungovernable.
In the interest of their economic freedom, shop owners should demand the lifting of the house arrest on the unvaccinated. Wouldn't it be good for them if the protesters took the opportunity to connect the protest with some nice little shopping?
I have another recommendation to the people of Austria: https://cm27874.substack.com/p/proposal-to-the-people-of-austria
Whilst in the UK, there have been signs of backing down over mandates, the Covid passports remain and their use being extended to children.
