I suppose it's incompetence coupled with experimentation and desperation to be seen 'doing something', but it was wild.
Public transport was always o.k., albeit with FF2 mask obligation, until April 2022 or the like, if memory serves.

EDIT: Maybe I'm wrong. I'd have to research this. I at least knew a few people who bought bicycles during this time.
Me and a few people I know were at least under the assumption that you could only ride the bus/train if vaccinated.
