It's all very interesting. The thing which stands out to me is the premise of the question ”In a recent international survey of 3015 people, 2.6% of the respondents said it was 'completely true' that there is a secret government program that uses airplanes to put harmful chemicals into the air, "

In reality the question asks specifically of a SECRET government program... I thought such programs were common knowledge so it's no surprise to me that the majority answered in the negative to this question.

As JC points out, it's all wordplay.

No the 2018 report referenced is attempting to cost (in USD) for a hyperthetical 15 year future program not an existing one.

Thanks for pointing this out; I've re-read the paper and think I'll have to adapt/update the pertinent section (not that the rest about the agit-prop parts is that encumbered by this).

I did some digging after reading your comment, and I found something else:

'The only known SAI field experiment injected sulphate into the troposphere and was conducted by a Russian institution in 2009.'

A few years earlier, this happened:

'David Keith, based at Harvard University, is the foremost geoengineering advocate advancing solar geoengineering. He is an investor in the technology, has lobbied governments, and manages, along with Ken Caldeira [look who's there], the Fund for Innovative Climate and Energy Research (FICER), a multimillion geoengineering fund provided by Bill Gates since 2007.'

Look up coffin corner and why Gary Powers was shot down in his U2.

Start questioning why so much fear mongering over Air travel ( the attack on personal mobility point to point & face to face human interaction).

Why is the WEF et al anti persistent contrails?

Why was the founder of the most famous "chemtrails" site taking dissident voices to court? Why did they use manipulated images of NASA 747 that was carrying out Wake Turbulence trials?

It's a psyop.

At this point, I do consider virtually everything a potential psy-op, no worries.

As to the 'chemtrails' thing, well, I'm not that deep into the entire thing, but I shall consider digging deeper.
