"is it actually possible to have a democratic republic without an active, motivated, and alert citizenry?" No, it is not possible! We are in a transition period in which democratic institutions are still nominally in place, but not forever. If a critical mass of “active, motivated, and alert” citizenry does not arise during this transitionary period, then we will enter into a prolonged dark age, from which it will be exceedingly difficult to liberate.
Just going to dissect this as if I was grading it:
"And those interested in taking part in our trips must also be able to pay the price for our trips, which are sometimes very expensive. Smoking is also not allowed on our buses. None of this has anything to do with discrimination, and it just shows you that there are certain rules everywhere. You also cannot go to a restaurant and eat the food you have brought yourself, which is not discrimination either."
1) To point out that you have to pay to go on a trip the way it is done here is bad advertising; list or refer to where the price can be found instead. Do not use expensive! Exclusive gets the samemessage across and looks much better.
2) Re-write the bit about smoking: "All our tours are non-smoking only."
3) Remove the bit about discrimination entirely.
4) The sentence about restaurant and bringing your own food is not logical. A correct analogue would be going on a bus tour and insisting you bring a motorcycle onboard the bus. Remove completely as it has nothing to do with the main text and detracts from the message.
What I find most distressing about the entire text is the cognitive retardation on display. This is not the work of someone who is new to PR, nor is it an issue of vaccines, airborn respiratory viruses or other issues based in hard facts. But every line of text screams that this is the work of someone who cannot form a coherent logical sequence of thought, but can only pick-and-mix ready-made prepared talking points.
This is the work of a person or group lacking the ability to think neither in and of the past, nor in or of the future: everything is an eternal now to them.
No it is most definitely not possible to have true democracy if the people are asleep at the wheel.
People seem to have forgotten a core tenet of democratic governgovernment- WE the people are in charge.
Democracy is hard, you have to work at it, you have to protect it and frankly you have to be a grown up to handle it.
What we have today is passive tryranny, not democracy. The majority of people have allowed the government's bureaucratic crew to fool them into believing that they are in charge and that's how democracy works. It's not.
We are the boss, not them. They have abused and broken every social contract in known society.

That is why I fight.
Blitzkrieg Travel. Have you checked it’s not Satire?
That's why I put the link to the original source there, too.
Honestly, I had to cut some paragraphs--the entire thing was too stupid.

Very Orwellian in fact.
