I'm not completely sure what you meant by this. In any case, though, I think that mass migration is, to a significant extent, a result of flawed anthropology. I don't mean academic anthropology. Just how the ruling class thinks about human beings. So, they think that humans everywhere are basically the same, with a few superficial differences, and so if they cannot find any locals to do the jobs that need to get done for wages on offer, they can just import people from elsewhere to do those jobs, and otherwise behave just like everyone else around them. Turns out it doesn't work that way. Oops.
The other part is that what's in the interest of one segment of the population may be against the interests of the average citizen. For instance, suppose I want to buy a widget. I can get it for $10 out of pocket, or I can pay $7 and have you subsidize my widget with an additional $5. The first option is cheaper overall, but the second is cheaper for *me*. So, if I have political power... And what's that got to do with migration? Well, you import people from - somewhere - to work for little money because that's in the interest of those paying for their labor, but then suddenly the taxpayers have to subsidize those workers' housing, plus the housing and education for their families, and maybe even give them additional money so the kids don't starve or go naked. Cheaper for the employer, but more expensive overall than just paying local workers more.
